Top Muslim Council Approves New Rules for Better Governance.

OLD KAMPALA — The Shuura Council of the Uganda Muslim Supreme Council (UMSC) has adopted a new set of rules to guide its work.
The Council, which met at the UMSC headquarters, passed the Draft Rules of Procedure to make its operations clearer and stronger, following the UMSC Constitution.
Key Details of the New Rules:
 * What Guides Them: The Council's decisions will be guided by the Holy Qur’an, Hadith, and practices that agree with Islamic Law (Shariah).
 * Secrecy: All meetings will be held in private, and everything discussed must remain strictly confidential. No one can share what was said without everyone's agreement.
 * Where They Meet: Meetings will happen at the UMSC headquarters in Old Kampala.
 * Decision Making: A large majority (three-quarters) of the 21 members must be present for a meeting to start. Decisions should be reached by everyone agreeing (unanimously) if possible.
 * Secretary's Role: A retired senior UMSC staff member will serve as the Secretary, managing meeting agendas and keeping records.
 * Removing Members: A member can be removed due to death, serious health issues, a criminal conviction, or being impeached for very bad behavior or breaking the Constitution.

The new rules aim to strengthen how the UMSC is governed.
Other UMSC committees, focusing on finance, legal issues, and appointments, also held meetings and passed resolutions. These findings will be presented to the General Assembly (the top council) for final approval later this year.
